Water crisis

I've been reading old paperbacks and this one is about water. The intrique takes place in Italy, the Vatican, etc. The essential targets in the plot are water treatment plants in China. A lot of people die; a fraction of them in Italy and USA. I like old re-cycled paperbacks.
